Parameters:

maxMemoryUsage - fraction of the watched pool's max that arms the monitor, in (0, 1]

criticalMemoryUsage - fraction that aborts immediately; must be >= maxMemoryUsage

requiredStrikes - net post-collection samples above the threshold before shutdown, >= 1
